Local Web problems, federal data hub problems, bad publicity, a reduction in pent-up demand or simple Halloween distraction all could have been responsible for sluggish activity on the Colorado and Rhode Island exchanges during their fifth week of operation.

Managers of the Connect for Health Colorado and the HealthSource RI report lower weekly application and enrollment figures in their latest updates.

The Patient Protection and Affordable Care Act enrollment period began Oct. 1.

At the Colorado exchange, the number of new accounts slipped to 7,607, down from a weekly average of 11,000.

The number of consumers enrolled in private health insurance through the exchange fell to 244, from a weekly average of about 800.

In Rhode Island, the number of new applications fell to 1,922, from 2,206 the previous week.

The number of coverage applications processed fell to 880, from 1,110.

Earlier this week, exchange managers in California and Washington reported lower activity counts for their own enrollment programs.

Managers Minnesota’s MNsure exchange, released figures for the full five-week period ending Nov. 2.

MNsure received 31,447 completed applications, including 685 on paper and 30,763 online, managers said.

Minnesota exchange managers said 21,532 people applied for commercial “qualified health plans.” Among them, 8,799 didn’t request payment assitance, and 6,759 were found to be eligible for help. Another 5,974 applied for a subsidy but weren’t eligible.

MNsure also has 10,940 enrollments in process, including 1,774 for QHP coverage.

The Minnesota exchange small-group division has seen 894 businesses open account. Seventeen employers have set up exchange plans, and 10 are in the process of setting up exchange plans.
