Some exchanges are still hiring

Some state health insurance exchange programs continue to advertise job openings.
The Patient Protection and Affordable Care Act (PPACA) calls for the U.S. Department of Health and Human Services (HHS) and state agencies to make exchanges, or health insurance supermarkets, available in all 50 states and the District of Columbia by Oct. 1.
The Centers for Medicare & Medicaid Services (CMS), the HHS division in charge of setting up the federally facilitated exchanges, has no insurance exchange or "marketplace" openings on the federal government's USAJobs.gov website.
Some of the state exchange programs with job openings on their websites include the California Health Benefit Exchange, Connect for Health Colorado, the District of Columbia Health Benefit Exchange Authority, the Maryland Health Benefit Exchange, Minnesota's MNSure, Vermont Health Connect and the Washington Health Benefit Exchange.
The Washington state exchange, for example, still has 10 openings on its website, ranging from an opening for administrative assistant who could earn as little as $35,000 per year to an information technology (IT) project management office manager who could earn as much as $110,000.
Washington state, which says it expects to have 130,000 exchange enrollees by Jan. 1, 2014, and 280,000 enrollees by Jan. 1, 2015, is requiring candidates for two positions -- a premium staff accountant position and a premium and assessments manager -- to have strong health insurance premium tax accounting knowledge.
The Vermont exchange is advertising six openings, including an opening for an exchange navigator program project director and a small-business support coordinator.
The navigator program project director will oversee efforts to offer individuals in-person help with enrolling either in public health programs or private plans sold through the exchanges.
Vermont would prefer that the project director have "significant knowledge about health insurance, health coverage operations, and federal health care reform."
The small-business support coordinator is supposed to have experience with benefits design and past experience as a health insurance customer support specialist or human resource professional.
MNsure is recruiting a WebSphere administrator, a reporting analyst and a policy analyst.
The policy analyst, who could earn from $50,550 to $75,001 per year, must have at least three years of experience in public programs, Medicaid health care policy research or a closely related field. The list of preferred qualifications includes "experience working with small group commercial health care insurance programs."
Some other exchanges just have one or two openings, or only openings for IT workers from outside the insurance industry.
Colorado is looking for contract trainers, who must "have a positive attitude about health care reform."
The Maryland exchange is looking for administrative specialist, and the D.C. exchange is looking for a human resource officer and a public information specialist. The California exchange has been looking for a director of product development and sales and a chief actuary for months. The exchange also is seeking a health plan contracting director, a deputy chief operations officer, and call center workers.
The salary for the California health plan contracting director is negotiable. The final filing date is May 31.
The list of desirable qualifications includes "extensive provider contracting experience in health care or managed care."
A candidate for the chief actuary job should be a "strategic thinker, team-builder, innovator, and collaborator with an entrepreneurial mindset and strong verbal and written communication skills, who works effectively with diverse stakeholders," according to the job notice.
